As Canada’s online gambling industry continues to evolve, a maximum financial penalty against one of its most recognizable sports betting brands is raising new questions about how operators handle customers’ money.

The Alcohol and Gaming Commission of Ontario (AGCO) has fined PENN Entertainment-owned theScore Bet $200,000 after determining that the sportsbook presented a bettor with two cash-out offers that were not achievable as displayed. The regulator announced the penalty on October 6, making it the maximum monetary penalty available for a single breach of Ontario’s internet gaming standards.

Highlights

  • The AGCO fined theScore Bet $200,000, the maximum monetary penalty available for a single breach of Ontario's iGaming standards.
  • A bettor's $1,000 parlay featured two cash-out offers worth approximately $380,000 and nearly $100,000, but neither transaction was completed.
  • The penalty highlights the importance of reliable cash-out systems and customer trust as Canada's regulated online gambling market expands into Alberta.

theScore Bet Faces Maximum AGCO Penalty

The case stems from a $1,000 multi-leg parlay placed on March 14, 2025, covering NHL, NBA and NCAA basketball games. Had every selection won, the wager would have paid out more than $1 million. According to the AGCO, the bettor reached the final leg with the rest of the parlay successfully completed. At that point, theScore Bet displayed a cash-out offer worth approximately $380,000.

The customer accepted immediately, but an automated verification process rejected the transaction after the odds changed. Four minutes later, the sportsbook presented a second offer worth almost $100,000. The bettor accepted again, only for that transaction to fail as well. The remaining selection subsequently lost, leaving the customer with no payout from the wager.  The regulator determined that neither cash-out offer was achievable as presented to the player.

That finding is central to the penalty. Under Standard 4.07 of Ontario’s Registrar’s Standards for Internet Gaming, information provided before or during gameplay must not mislead customers or describe prizes, outcomes or features that cannot actually be achieved. In other words, the issue was not simply that a bet lost or that odds changed. It was that the customer was shown two apparent opportunities to secure a payout that the regulator determined could not be completed as offered.

The $200,000 penalty sends a clear message to operators: displaying an offer and subsequently rejecting it can become a regulatory matter, even when automated systems are involved.

TheScore Bet has the right to request a hearing before the independent Licence Appeal Tribunal within 15 days of receiving the monetary penalty order. The AGCO’s enforcement action is also separate from any individual dispute-resolution process available to the bettor.

What Is theScore Bet, and Why Does Its History Matter?

TheScore Bet is the sportsbook and online casino brand associated with theScore, the Toronto-based sports media company that built a substantial following among Canadian fans through its scores, statistics and news app. Its Canadian roots stretch back decades. TheScore was established in 1997, and in 2019 it became the first North American media company to launch a mobile sportsbook, with betting apps initially available in the United States.

PENN National Gaming, now PENN Entertainment, completed its approximately US$2 billion acquisition of Score Media and Gaming in October 2021. The following April, theScore Bet launched its Ontario sportsbook and online casino, following the province’s introduction of its competitive regulated iGaming market.

The brand’s appeal lies in its integration of sports media and wagering. Customers can move between scores, statistics, news and betting features within the broaderScore ecosystem, giving the operator a direct connection to sports fans that extends beyond conventional sportsbook advertising.

That positioning makes trust particularly important. A customer who follows teams through theScore’s media platform may develop a familiarity with the brand before placing a bet. Regulatory action over an unfulfilled cash-out offer therefore risks affecting more than the sportsbook’s reputation among existing bettors.

What the Fine Means for Canadian Sports Betting

In the short term, the penalty puts pressure on theScore Bet to demonstrate that its systems can reliably process cash-out transactions and that customers receive accurate information while betting. But the longer-term implications could extend across the industry.

As Alberta adds more licensed operators to the Canadian market, customer experience and regulatory compliance will become increasingly important differentiators. A sportsbook can compete on sports betting bonuses, odds and technology, but those advantages mean less if customers cannot trust what appears on their screens.

Ultimately, the case is about more than one lost parlay. A displayed cash-out offer can influence a bettor’s decision to protect a potential return rather than risk the final leg. When that offer cannot be honoured, the customer loses the opportunity the interface appeared to provide. With Alberta’s regulated market now moving beyond its initial transition period, theScore Bet penalty offers a timely reminder that expansion brings responsibilities alongside commercial opportunity. For Canadian sportsbooks, earning customers’ trust remains paramount.
